Is Russell seriously trying to make people question themselves for not noticing that? Most of these people live in London. Smaller places are not as diverse as others. They also don't actively look for these things when watching a TV show.

Dot and Bubble forces audiences to "confront their own biases" according to RTD himself. It doesn't occur to him that some people aren't constantly scanning every single production for this kind of thing. As someone said, I hope he doesn't see various Japanese productions. He might get a nasty shock.
