Two Season 13 classics both directed by Douglas Camfield and written by Robert Banks Stewart. Which one is the best for you? I'm actually going to say Terror of the Zygons simply because I find the atmosphere more chilling and the Zygons a much more memorable enemy (though Chase in Seeds is awesome.)
I do like Seeds however which is my second favourite of the season.

It's funny as both are fairly unoriginal, bland ideas on paper, but work because of how amazing the script is, the atmosphere, the acting, the direction, the music and the practical effects. You don't always have to be original.
Overall the Zygons are better monsters. Their designs are far more unique, the Scottish setting fits them perfectly like the bit about Tulloch Moor, and the fact that they can look like us when killing people adds a greater element of horror.
However Seeds overall is much better. It's action is more spectacular (Tom is a serious badass in it.) It also has a much better supporting cast. No disrespect to the actors in Zygons who all put in great performances, but I think the Seeds characters are more interesting. Also as far as horror goes you really can't top Seeds with Chase's machine arguably exceeding what a lot of British horror movies were doing at that time.
Zygons is probably an 8/10 story, Seeds is an 11/10.

Seeds for me too. I love both, but Seeds is one of the best ever, not just best of the season or one of the best of Tom even.

Zygons is a good Hinchcliffe-ication of the Pertwee formula.
Seeds is an epic.

Season 13 forms such a perfect whole that I'm unable to vote on individual episode quality. They're all lightning in a bottle

I'd say Planet of Evil is a bit of a dip in quality. I didn't really care for that one.

4 classic stories, 1 good story, 1 middling story. That's probably the best record of any classic Who season.

13 is my least favourite Hinchcliffe season bookended by two Camfield bangers.

Love Zygons but I do think Seeds just edges it.

Interesting. Mine goes 14, 12, 13. I know you and Ian are big on 14, and I love Robots and Talons too. Especially Robots. I like Face of Evil and Deadly Assasin a lot too, but they're a step down on Talons and Robots, whilst I find Hand of Fear a bit weak after the first two eps, and Masque would be my weakest Hinchcliffe story of all. In fact I'd put Fang Rock, Fendal, and Sunmakers above most of S14 except for Robots and Talons, and maybe Deadly Assassin.

I find Hand a bit weak too but I think Masque is hugely underrated.
