To be fair, I've been crying out for a rainy village episode for ages. NuWho doesn't do them nearly as often as it should. I'm just a bit skeptical because RTD is writing it.

Did anyone notice that the Doctor is pretty much dressed the same as Liz Sladen in The Sontaran Experiment? The yellow coat is definitely the most similar.

In nearly all cases, a Doctor-lite episode has produced a quality product.

Way better than Moffat's landmine turd last week. Loses a lot of momentum for me though when it starts to focus on politics. The early stuff with Ruby walking around Wales is effectively creepy and Gibson gives a good performance throughout. The whole thing reminded me a bit of Turn Left though I'm unsure which episode is better.
Can they just go ahead and rebrand this the Ruby Sunday show and get rid of Gatwa. Gibson is much less irritating.

Gibson is much less irritating. You're right, this was much better for not having Gatwa in it. I was genuinely intrigued and enjoying myself during the first half, but like you said the political angle really put the brakes on the whole thing. And of course the "resolution" to the plot was completely underbaked and I still don't really get it. The identity of "the woman" was so telegraphed and underwhelming. A story as sweeping as this, taking place over two decades, should have more than one episode to its name. It's probably my favourite of series 14 so far just because it managed to hold my attention and there was nothing outright terrible about it like the previous weeks' showings. But when all was said and done, it still left me with a somewhat bitter taste in my mouth, which Doctor Who has been doing for 14 years now.. It doesn't quite come together, it misses the mark if only by a few inches.

As a side note, it's interesting that all the Welsh characters in this episode were consciously portrayed as awful people. Some lingering bitterness there, Russell? Then again, it's not entirely removed from the truth. I lived in Wales for a few years and the local folk can be very insular and dour, especially towards the English.
