I have no idea what they were thinking. Urusei Yatsura/Lum the Invader Girl is manga/anime that was first written in 1978 and remains a very popular and influential series to this day. While a slap stick, sci-fi, romcom, it is very heavily steeped in Japanese culture, making it a bit impenetrable for a lot of westerners unfamiliar with the culture. Hardly the first choice for localisation if you ask me. Two episodes aired only once back in 2000 on some BBC spin-off channel or something apparently. As you can tell they seem to have decided to to basically follow the original versions lead and steep the dub with as much British humour as possible. It’s very jarring. Apparently Matt Lucas was Ataru and actress Anna Friel was Lum, while much of the other cast were British dubbing regulars.
