Precisely the same thing was reported of Kris Marshall just before Whittaker's casting, which also coincided with his departure from Death In Paradise.
Go back to pre-Capaldi, it was meant to be Ben Daniels whose character was mostly being written out of House Of Cards at the time the 12th was meant to be casted.
It's not happening.
Plus, it's an RTD Doctor.
