With Chibnall's era, the heart of the issue was that he's clearly just not very interested in science fiction. His forte is bleak and gritty human drama. I saw an interview where he mentioned that one of his favourite shows is Our Friends in the North, which definitely figures. As well-suited as his idiosyncrasies were to Torchwood and Broadchurch and even certain episodes of Doctor Who, he should never have been allowed anywhere near the showrunner's seat. Apparently Moffat got him drunk at dinner and had to convince him to take the job. All that in mind, he was perfectly willing to do whatever the higher-ups told him to do with the show. Maybe there was some residual resentment from his DWAS days, but I rather think it's because he simply didn't care. He mentioned that he hadn't watched a classic episode since 1989. I can buy him growing out of it.
With Russell T. Davies, it's a less clear-cut case. I honestly don't know what that man's deal is. I think he does love the show as opposed to Chibnall who really couldn't give two shits, but his creative choices are just so bizarre. Some of the things he's said seem primed to provoke ire, such as Davros-gate, the screwdriver being like a gun, et al. I simply don't believe that he's tearing down the show in a malicious way, he cares too much. I think he genuinely thinks what he's doing is great television that everyone is still gathering round the TV set to watch after Saturday teatime. He gets enough praise from his inner circle for this to be a plausible state of affairs. He wants to be transgressive but he's also such a f*cking prude. He's almost as much of an enigma as Ian Levine is to me where I just can't discern his motives in any capacity whatsoever.

He wouldn't be if he'd just stayed away from the show. He won't be able to redeem himself now especially after what he did to Davros.
