I've always been slightly torn on this. I know in the era of binge-watching they're seen as vital, and ever since stuff like Buffy it's been proven they can work outside Dr Who, but all the ones I've seen in it have been pretty bad. And in the old show my favourite types of season had a linking theme (like s18 and the entropy idea) rather than all being part of a whole (s23's Trial Of A Time Lord, which I wanted to work but somehow felt messy). I think it's more about execution more then anything. The strength s18 is that while it dose have an arc, it plays into the strengths of the show. Each story is it's own adventure thats part of a greater scavenger hunt.
The problem with Trial, besides all it's production woes, is that the court room aspects often interrupt the flow of the narrative and often devolves into pointless banter that adds little to the plot. Honestly if it were me I'd just have the trial stuff book end each story, let the audience be the judge themselves and if needed explain thinks like cut content at the very end and/or have something like "Data Expunged" flash on screen for stuff thats been cut.
The problem with nuwho is that the story arcs kind of take the adventure out of the show. We are always building to some final, rather then every story being it's own tail in the doctor's travels.

I think it's incongruous to the nature of the show really. Most shows are set in the one time and place so arcs make sense. Who is supposed to be a new place and time every story.
