There are quite a few to chose from here, but personally no villain revolts me like Sil. There's just something so nasty about him

Well the most revolting bit has to be the face melt in Dragonfire. That scared the absolute shit out of me as a child. Even today it makes me feel uneasy. It's funny how childhood horrors can linger like that.
Magnus Greel's face is also a very memorable gruesome effect, as are Davros, the Zygons, the half way Krnyoid man, even Linx when he does that little bit with the tongue. Still the most disgusting monsters have to be the maggots. I've always hated real life maggots and they are extremely well done in the close up shots, barring some dodgy CSO when one attacks the professor.
I think a lot of DW monsters specialized in disgusting because they knew with their limited budget they might not be able to look menacing like say the Predator, so they thought lets gross everybody out instead LOL. That's a smart tactic to use. The Daleks arguably rely on this too. Whilst their design is certainly not disgusting (it's actually strangely pleasing.) Their total lack of humanity is what helped them stand out and unnerve people at least.

I vote for Sil as well. Other villains horrible but Sil dose what he dose out of pure greed. He'll happily f*ck over entire worlds just for profit but, unlike the Collector from the Sun Makers, there is also this twisted, perverse quality to him also. You don't get the feeling Davros or the classic Masters would have their unconventional way with the Doctor's companions for example.

Of course now looking at it it's basically just a dumb snapchat filter, but it still makes me feel uneasy, especially on the buildup to it.
