I understand the arguments for not making them the same person. There can be more than one renegade Time Lord. But I feel like that applies much more to the old "the Monk is an early Master!" theories. Those two characters were clearly very different and making them be the same guy would just be boring.
But with the War Chief, you can't really distinguish him from the Master. He wants power, he knows the Doctor of old, he has a funky goatee. The actor fits right into the mold. You can easily imagine him regenerating into Roger Delgado and escaping to take revenge on the Doctor. That's always been my headcanon.

Definitely not. You'd think the Doctor would have referred to him much more harshly than "that old jackanapes" after the events of the War Games.

To be fair, I feel like the Doctor would have referred to him much more harshly than "that old jackanapes" based on every single description post-Pertwee Doctor Who gave of the Master's past.
