I think they both did a great job, but the problem with Craig is that he didn't really start being charismatic until Spectre. He's completely raw and vulnerable in the first two films, and then burnt out in the third. And that's what people remember about his version of the character.
Dalton balanced the charm with the intensity from the get-go.
