Why isn't there a law to force them to hand over the missing footage to the BBC? Don't they legally own it?

The BBC own the copyright, not rights to the physical copies which they discarded and ordered destroyed donkeys years back. According to contract, any owner of missing material is outside of the law because it should have been destroyed, not because they happen to own it. Considering that private collectors are doing what the BBC should have done in the first place but were too tightfisted to do in safely archiving the material for many years, they only way I can see them being persuaded to part with the material so copies can be made, is not just an amnesty on previous ludicrous archaic contracts, but also a small reimbursement for the archival rental service these collectors have provided. Not sure how much truth there is to the news story, but I hope it's Daleks Masterplan episode 12 which exists.

Apparently I was right, it is about the ones Vanezis has already mentioned, he didn't specify the eps, and the paper seized on it and blew it up. Nothing new to see here folks.
