Mr. Freeze - The Animated Series.
Prior to his reimagining in the animated series, Freeze was nothing more then a one note villain, often treated as a joke, who was so low on the pecking order that when his name was changed for the Adam West series none cared. The animated series remolded him into a dark and tragic figure who I consider to be the best of Batman's enemies.
I feel this way because I think that Freeze embodies both the dark side of Batman himself, in a way that completely overshadows even the Joker, as well as Batman's worst fear. While many point to the Joker as Batman's oppasite, which is true, I feel that Freeze is the perfect example what Bats would be without his moral code. An intelligent, technologically advanced agent of cold, hard vengeance. Yet Freeze is also the thing that ruined Bruce's life, a desperate man with a gun. Freeze only wished to save his wife's life, yet in the end she was taken from him and he was made into a cold hearted monster. Now he will do anything to get revenge on those who wronged him and more importantly, to save his wife Nora. Nora's state of cryogenic suspension is also a great representation of how Freeze is forever trapped in his nightmare, much like Batman himself, for ever doomed to walk down a path that was forced upon him. The Animated Freeze was also allowed to really evolve as a character, though in a very dark way. It is eventually revealed that Freeze's condition has inadvertently made him immortal, which curses him to his fate for all eternity and to make matters worse, Nora is eventually cured and moves on with her life without him, thinking him dead. Freeze is further pushed into bitterness by this yet at the same time it's clear that he is slowly losing the will to live as revenge alone cannot sustain him. He is eventually reduced to just a head in a jar and by the time of Batman Beyond he is incarcerated, spending every minute of every day wishing for a death that wouldn't come. He is eventually offered a cure for his condition by by Derek Powers (the villain Blight) and Dr. Stephanie Lake, in the form of cloning him a new body and transplanting his consciousness into it. For a time it appears to have succeeded, Freeze finds a new lease on life, vows to make up for his evil actions and even begins a relationship with Dr. Lake. Sadly his body begins to revert to his former condition, leading Powers and Lake to betray him so they can find out what went wrong. Freeze escapes, then returns with a vengeance inside a new suit he had stored away. He then kills Dr. Lake and battles with both the New Batman and Blight. Wounded, he choses to die in the collapsing building and when Batman tries to save him, he says what might be one of the saddest & most depressing lines I ever heard.
