It's a tough one because I don't think Season 22 had stories as good as Kinda and Earthshock, yet it didn't have any science fiction heavy borefests like Season 19 did. I think Season 22 is more consistently entertaining and less awkward than Season 19 though Earthshock is considerably stronger than the six Season 22 stories. I also prefer Davison as the Doctor and his companions are better than Peri. The season also felt more original as it didn't dive back into the past as much. Still, both are worthy seasons of the show and Season 22 is very underrated with good stuff like Attack and The Two Doctors.

22 by a country mile. Honestly, 19 is one of my least favourite seasons of classic. Yes, Black Orchid and Earthshock are great but the rest veer from average to really poor, and the companions are uniformly terrible. The Davison era leaves me a bit cold in general these days, but 19 is definitely the weakest of the three. Sorry.

22 for me too, at the time I felt it was a more energising first season for an incarnation than Davisons rather lethargic first series, however Season 19 does have a better continuity feel and fluidness, but 22 is just more exciting.

I went for 19 in the end. I'm big on the Davison at the moment.
